Plastic tag - unknown type and use: now determined to be a security seal - most likely from shippin

Tag found on Western Australian beach after storm. It may or may not be from animal use. Help sought on what tag type this one is and what common use. There is an id number 409200 on the end section. It looks to be a push in loop to fix type now broken.
